The APB exists to ensure that the substance misuse-related needs of people living in the Vale of Glamorgan and Cardiff are met.
In compliance with the Core Standards for Substance Misuse, the APB ensures the strategic direction and work programme for substance misuse is consistent with and informed by evidence of need and evidence of effectiveness. The APB works with partner agencies to ensure that all substance misuse services form part of an integrated care pathway and holistic provision of service, based upon the needs of the population of Cardiff and the Vale and informed by national guidance.
One of the strands of the Welsh Government’s strategy for substance misuse ‘Working Together to Reduce Harm’ is that CSP’s and other agencies involved in tackling and reducing the harms associated with substance misuse should do more to plan treatment services and to pool resources at a regional level, where appropriate.

‘Working Together to Reduce Harm’ advocates strongly that CSP’s and other agencies involved in tackling and reducing the harms associated with substance misuse should do more to plan treatment services and to pool resources at a regional level where appropriate.
The LHB’s, the Probation Service and the Drug Interventions Programme do not operate at CSP level, so it is crucial that regional planning arrangements are strengthened and improved to enable such bodies and programmes to engage effectively in this agenda.
Combining resources for the development and management of substance misuse services across CSP areas will also provide opportunities for efficiency savings resulting from economies of scale that can be achieved in service planning, delivery and performance management.
This will help to relieve some of the burden at the individual CSP level and enable experience and expertise to be shared more effectively.
The Welsh Assembly Government is, therefore, advocating that partner agencies establish Substance Misuse Area Planning Boards in each of the new LHB areas. This Board will enable, where appropriate, the planning and performance management of substance misuse services to be undertaken jointly by partner agencies across each of the areas covered by the new LHB’s.
These arrangements will build on, and encompass, the regional arrangements that are already operating effectively for some substance misuse services, such as the Drug Interventions Programme.
